There were no human activities noted below the level of the Lookout, some 500 feet above sea level, where there were several cars and a few people.

There were no human activities noted below the level of the Lookout, some 500 feet above sea level, where there were several cars and a few people. Very little was visible along the shoreline as the the tide was high and only a small portion of one cobble beach was visible. Ropes were observed hanging down a cliff face where, according to a volunteer at the Lookout, fishermen lowered themselves and their equipment from an access point down to close to water level.
Conditions
Temperature: 57 F. Tide Level: 8.6 feet.
Human Activities
The only human activities noted on the mile were well above the level of the sea at the Lookout at Otter Crest State Wayside where thee were several vehicles in the parking lot and a few people inside and at the viewpoints.
Concerns
Notable Wildlife
Three grey whales sited at varying distances from shore, apparently moving north.
Driftline Content
Small rocks. At the one cobble beach observable, there were only small rocks at the driftline, but in the very small amount of the beach remaining visible at high tide, there were perhaps two floats.
New Development
Nothing observed, except for three ropes apparently placed by fishermen to lower themselves and their equipment down the face of a cliff in order to get close enough to the ocean to fish. (I am an avid fisherman, but not nearly that avid!) One of the volunteers at the Lookout told me that this had occurred and I confirmed the existence of the ropes with a telephoto photograph.

Nothing observed.
Natural Changes
Nothing observed. I have been monitoring the rockfall on the north side of the Lookout for a number of years and have noted minor changes in the past, but no new activity has been observed in the past year.
Actions & Comments
The existence of the ropes is the only change that I have ever observed near water level in my years of observations. I'm not sure if their existence rises to the level of anything that might call for action.

No human activity was noted on or near the shoreline, the only activity noted being people driving along Otter Crest Loop, with a few parking for short periods of time at the Lookout at Otter Crest Wayside for the views.

On a nice, fairly calm and partly cloudy day on the central Oregon coast, there were only a few people driving along Otter Crest Loop and even fewer stopping to enjoy the view from the the Lookout at Otter Crest State Scenic Wayside.

It was a very pleasant sunny day and the ocean was calm, so visibility at and slightly below the surface of the ocean was excellent.
