It is very obvious that this winter's storms have been so strong that many properties along this mile have lost a lot of their beachside embankments. Some, especially the first two north of the Wakonda Beach acccess, were close to exposure of their sand filters. Due to concerns that these sand filters were a threat to the public beach, Oregon State Parks & Recreation issued emergency permits to allow temporary rock installation. Speaking with one property owner, it is likely that OSP&R will issue a permit to replace these with permanent structures. One big question is how the rock structure just north of the access will affect the access itself. It appears that the contractor did not place rock on state right-of-way (ROW) - likely because that is not allowed in the permit. It will be interesting to see what effect wave action will have on the unprotected access that is armored on its north edge.

This is a followup to the last dispatch filed on January 5, 2019. This is the first opportunity to get back here and go down on the beach to chronicle changes to the embankments in front of several properties after rough high surf from strong winter storms. The first thing noticed was that the access was ramped down to the beach compared to last seen being a 4-plus foot drop off after being washed away. The second thing noticed was added rock on the face of the bank in front of the first two houses north of the access. The access repair must have been done to allow equipment to get on the beach. Below, among other images, there is a before/after of a change where sand was permitted by the State to be added to the bank of one house in June 2018 then the after today. Some other properties have either made their own attempts to prevent further loss by adding sand bags on either side of their cement steps or another property where many years of sand buildup has been washed away exposing already existing armoring not seen for years.

These have not been the highest waves of the storm season so far but they are still moving rock and scouring sand from the base of un-rip rapped foredune.
