I called in the fishing violations twice, as more people were arriving to fish after my first call. On my second call, the dispatcher relayed that the ranger had indicated it was a free-fishing day. I questioned whether they should be fishing in a protected bird habitat. The message was, as long as they don't disturb the birds. This seems wrong..
