For the second time in two weeks, I've encountered a golfer chipping balls into the ocean.

For the second time in two weeks, I've encountered a golfer chipping balls into the ocean. It was 7:30 a.m. on an otherwise empty beach, apart from me and two leashed dogs. This golfer was between Face Rock and Coquille Point, was stylishly dressed down to his golfing cleats and was staying at Sunset Motel, as his tracks revealed. Isn't there some sort of marine protection regulation against this sort of thing? I asked him if he was too cheap to go to the driving range. He didn't reply. Maybe I need to take my camera every time I go to the beach.
