Hearing on Jordan Cove Application
A hearings officer for Coos County will hold a public “remand” hearing on the Jordan Cove Energy Project’s land use application for the site of its proposed LNG (liquefied natural gas) terminal on Coos Bay’s North Spit. The hearing will take place on Monday, June 10, 1:30 p.m., at the Coos County Courthouse Annex, known as the Owen Building (201 N. Adams), in Coquille.
Oregon Shores is heavily involved in this, in opposition to the LNG proposal. The hearing is a reconsideration, requested by Jordan Cove, of the company’s earlier conditional use application, rejected by the Land Use Board of Appeals (LUBA) in Oregon Shores Consideration Coalition v. Coos County, 76 OR LUBA 346 (217). Oregon Shores, along with local ally Citizens Against LNG, successfully appealed Coos County’s earlier approval of a land use permit for the Jordan Cove terminal site. (There are many other land use issues related to the Jordan Cove project, such as those involving the associated pipeline or the road that would serve the project. This application is for the actual site of the LNG terminal.)
Members of the public can testify at the hearing, but only on the issues being remanded. LUBA remands a land use decision to a county (or city) when it determines that any portion of a decision is incorrect or inadequately justified. In this case, LUBA remanded the case to Coos County on seven different grounds, many of which involved the application’s failure to adequately address the provisions of the county’s estuary management plan. New issues, or aspects of the original application that were not remanded by LUBA, can’t be raised.
