 Curry Destination Resort Ordinance Hearing April 29
The Curry County Board of Commissioners is in the middle of considering a destination resort ordinance and site map which is likely to play a major role in south coast development decisions for years to come. The Curry County Planning Commission has already heard the proposed ordinance; the Board of Commissioners will have the final say at an April 29 meeting in Gold Beach.
Oregon Shores' Land Use Program has worked hard to persuade the county to strengthen the ordinance as it has moved through the hearing process. We have pushed for stronger resource lands protection, wide buffers between any proposed resorts and parks and other natural areas; and explicit inclusion of statewide coastal land use goals, among other provisions. The draft ordinance does contain many provisions requiring prospective applicants to show that their resort will not harm natural resources and requiring that they show a solid financial and economic analysis.
The new draft will also incorporate the provisions of Senate Bill 1031, passed by the Legislature during its just-concluded special session and signed by Gov. Kulongoski on March 4. This new law, passed in response to concerns about resorts in eastern Oregon, requires economic impact and traffic analyses for resorts sited within ten miles of an Urban Growth Boundary (for proposals west of the Coast Range). This provision may impact some Curry County resort applications in the future.
Under state law the required map of proposed sites is a Post Acknowledgement Plan Amendment (PAPA) which requires property owners to consider the Land Use Goals upfront when requesting their property to be put on the map. This being so, the Board of Commissioners is giving landowners extra time to make the required showings if they wish their property to be on the map as a potential destination resort site. The next hearing on the proposed ordinance and map will be April 29, 2010, in Gold Beach, before the Board of Commissioners.
