Audits Division Scolds OECDD over Port of Newport Grant
The Audits Division of the Secretary of State's office recently released a letter criticizing the Oregon Economic and Community Development Department (OECDD) for its oversight on a $17,500 grant it gave to the Port of Newport in 2006. The Port of Newport used all or part of the grant to improperly advocate for the $15 million bond measure the Port wanted to get passed for its Terminal Project. Audits recommends that OECDD seek repayment of those portions of the grant which the Port misused, or recover the full amount of the grant if the Port cannot account for the grant funds. This letter highlights Oregon Shores' concerns over this project, which have dogged the Port from the beginning: sloppy management, inappropriate advocacy, lack of concern for taxpayers' money and the environment of Yaquina Bay.
Oregon Shores, in collaboration with Friends of Yaquina Bay, recently wrote to Governor Kulongoski to lay out some of the problems the Port of Newport has caused for itself on this Terminal Project through mismanagement of volunteers and funds, as well as refusal to cooperate with permitting agencies. In addition, Oregon Shores wrote directly to the Port of Newport, urging the Port to do a more straightforward job of working with citizens. In both cases, Oregon Shores urges a step back, and creation of an independent visioning process to plan for the future of Yaquina Bay.
